Billy has aspirations. He wants to be an achiever. Like Bad Horse. Ah. He means Gandhi.
Really, he just wants to rule the world. The status is not quo, and there's something that needs to be done. And he figures he's just the one to do it. So, armed with his trusty Freeze Ray (or plans thereof), and his alter ego Dr. Horrible (he has a PhD in horribleness) he's going to take over.
Lab coat? Check. Goggles? Check. Memorable laugh? Almost check. Evil plan to get into the Evil League of Evil? Well, he's working on that.
